Context:

IOM**’s Transition and Recovery Pillar (TRP) encompasses IOM Somalia’s Community Stabilization Unit (CSU) and Disengagement, Disassociation, Reintegration and Reconciliation (DDRR) program and addresses the multifaceted drivers of instability to support the Somali Government and communities to build peace and lay the foundations for longer term, sustainable recovery through activities that restore trust horizontally between communit**ies and vertically between communities and government authorities in newly recovered and fragile areas. Within this mandate, TRP works with marginalized and at-risk youth on Preventing Violent Extremism (PVE) and to promote social cohesion and supports the Federal Government of Somalia’s (FGS) National Programme for the Treatment and Handling of Disengaged Combatants in Southwest State and Jubaland. TRP also supports the FGS’s and Federal Member State (FMS)-level stabilization strategies in programs that works in Galmudug (GM), Hirshabelle (HS), Southwest State (SWS), and Jubaland (JSS).IOM CSU is currently implementing numerous projects which include the EU-funded Breaking the Climate-Conflict Cycle in Hirshabelle, the USAID-funded Stabilization Through Education Programme (STEP), the Danish-funded Forging a Greener Peace in the Hirshabelle State of Somalia, the FCDO-funded Rapid Stabilization Support to Somalia (RSS), and the USAID funded Stabilization and Reconciliation in Somalia (SRS), among others in the pipeline by other donors.Under the overall supervision of the Senior Programme Coordinator and Head of Sub-Office (TRP) and direct supervision of Senior Programme Coordinator (Community Stabilization), the Community Stabilization Unit seeks to recruit a National Technical Officer (Chief Engineer) who will head the engineering portfolio for CSU. The successful candidate will oversee and directly manage all the infrastructure works in all CSU locations of interventions.

Core Functions / Responsibilities:

1. Lead and supervise the engineering team within CSU, providing technical guidance, mentorship, and support to team members and ensure there is an adequate division of labor.
2. Serve as the main focal point for all engineering matters for CSU. Lead the planning, design, and implementation of infrastructure projects.
3. Oversee the development of detailed engineering designs, specifications, and cost estimates for proposed projects, ensuring compliance with relevant regulations and standards.
4. Oversee that project designs comply with local regulations, building codes, and international engineering standards.
5. Supervise the execution of all infrastructure projects in a timely and efficient manner.
6. Coordinate with relevant CSU program staff to ensure smooth project implementation.
7. Oversee quality control and quality assurance processes during project execution.
8. Monitor compliance with safety regulations and environmental standards.
9. Promote and implement sustainable engineering practices that minimize environmental impact and enhance long-term project viability.
10. Provide technical training and capacity-building sessions to four CSU engineers and relevant project staff to enhance their engineering knowledge and skills.
11. Closely monitor the progress of works and report to the Programme Management Team through regular progress reports which include details of work done, difficulties and delays in the work, their causes, the proposed remedial measures and financial status of the works contracts
12. Oversee bid openings to advise on technical evaluation of infrastructure projects.
13. Review and sign-off on all engineering reports and certificates before payments are processed.
14. In the event that any work is behind schedule, consult with the contractors to arrange the necessary modifications to the work methods such that the contractual completion dates can be achieved and issuing instructions necessary to achieve these goals.
15. Monitor that the contractors achieve construction performance measures and especially those related to Time, Cost, Quantity, and Quality
16. Recommend when and where other specialist engineering services are required such as Geotechnical Engineering, Concrete testing, Topographic surveying, architects etc. is required.
17. Undertake any assignments requested by the Programme Coordinator and/or the Programme Managers
